Committee on Fighting Organized Crime and Corruption recommends that the Parliament directs for the further Elaboration the Bill of the Law "On Measures against Illegal Circulation of Narcotic Means, Psychotropic Substances, Precursors, Poisonous Substance and Powerful Medicines and their Abuse"

The
Bill (Reg.№2139) envisages the authorities, rights and obligations of
special subdivisions of the Ministry on Internal Affairs concerning fighting
narcotic criminality and supervision for the illegal circulation of narcotic
means, psychotropic substances, precursors, poisonous substance and powerful
medicines and their abuse etc.
During the discussion it was declared that the Bill envisages the spread of
the Law not only on narcotic means, psychotropic substances, and precursors but
on the poisonous substance and powerful medicines. Still the document does not
contain special notion "poisonous substances" or "powerful
medicines".
The
People´s Deputies deem that it would be reasonable to exclude from the
Bill principles on content of operative-investigative actions and the order of
its holding but transfer these norms into the profile Law "On Operative-Investigative
Activity".
During the
sitting of the Committee remarks and ambiguities were found in article 15 of
the Bill. There are ambiguities in the article 18 of the Bill and the article
27 needs further elaboration as well. The peoples´ Deputies deem it not
sufficiently clear.
